摘要
评估现状浙江省太湖流域防洪能力,认为现状总体上仅能达到5~10年一遇,按照太湖流域防洪规划总体要求,提出浙江省太湖流域防洪排涝治理目标为遭遇不同降雨典型50年一遇洪水总体不成灾,探讨了区域治理总体思路,在技术经济合理、防洪风险可控、生态环境优先三大原则指导下,通过方案比较选定区域治理方案,并提出满足治理目标下的规划适宜的防洪控制水位,在该水位下所采取的流域和区域防洪工程体系规模最优和社会综合成本最小。从而指导今后浙江省太湖流域有序开展外排工程和圩区整治工程规划和建设。
This paper evaluates the present flood control capability of Taihu Basin, Zhejiang Province, which has been rated at a return period of 5 to 10 years only. According to general requirements of Taihu basin flood control planning, the objective of flood control and drainage is proposed to prevent inundation with 50-year frequency flood under different typical rainfalls in Taihu Basin,Zhejiang Province. This paper also discusses the general ideas of Taihu Basin governance. Under the guidance of the three principles including technical and economic reasonability principle, the flood risk controllability principle and the ecoenvironment priority principle, the regional administrative scheme is selected through comparing different schemes and a suitable flood control level meeting the needs of administrative objectives is proposed. Under the suitable flood control level, the magnitude of flood control engineering system is the optimal and social comprehensive cost is the minimum. By those means, we can carry out the following construction of backbone engineering and polder engineering orderly in Taihu Basin, Zhejiang Province.
