科研规划与文科学科建设关系的理性思考

Rational Thinking on the Relationship between R & D Planning and Development of Liberal Arts Disciplines

国际经验表明,政府科研规划与文科学科建设具有密切关系。然而,科研规划在我国却遭到学术界的颇多批评甚至是抨击,其原因在于政府科研管理部门和学术界在对科研和学术的区别与联系的理解上存在偏差。因此,有必要厘清科研和学术的区别与联系,充分发挥科研规划在学科建设中的引领作用,从而促进我国哲学社会科学的繁荣和发展。政府科研管理部门在制订科研规划时要处理好"有所为"与"有所不为"这两个方面的问题。

International experience shows that government R ＆ D planning and development of liberal arts disciplines are closely related. However, R ＆ D planning has been exposed to considerable academic criticism or even attack in China, which can be attributed to the fact that the R ＆ D administrative department and academia differ about the distinction and connection between research and academy. As a result, it is necessary to clarify the distinction and connection between them. In order to bring the leading role of R＆D planning in the development of disciplines into full play, and promote the prosperity of philosophy and social sciences, the R＆D administrative department should deal with two aspects of the problem when formulating R ＆ D planning, i.e. ＂doing something＂ and ＂forgoing the others＂.
