The pre-warning for pest and disease outbreak in rice needed to scientifically design monitoring sites, strengthen the technology and facilities allocation, and improve the staff quality and ability for forecasting the huge pest and disease outbreak. The ability for controlling pest and disease could be enhanced by the construction of quick reaction mechanism and impeccable professional control mechanism. Finally, the prospect for fostering and popularizing the new system for the control of pest and disease in rice was discussed.
