论知识经济下发达国家获取财富手段的变化及我国的对策

Changes in the Means of Procuring Wealth by Developed Countries in the Background of Knowledge-based Economy and the Countermeasures of China

在传统的以战争作为掠夺财富和奴役他国人民的手段日渐遭到人类抛弃的过程中,以知识产权为核心的现代国际贸易制度慢慢成为已获竞争优势的发达国家在全球获得财富的手段。知识经济背景下,在知识产权制度的作用下,技术进步没有带来人类的共同进步,反而日益加大了富国与穷国之间的差距,造成全球财富分配的极度不公;同时也给人类带来了诸如气候变化、环境污染等不利影响。为应对这种变化,我们必须加强知识产权教育,提高我国未来国家建设者知识产权创造、管理、保护和运用能力,为获得国家竞争优势创造条件,进而维护人类的公正利益。

The current international trade institution with the intellectual property system as a core has gradually become the main means of procuring properties or profits by developed countries who hold comparative competition advantages,while wars,as traditional methods of robbing wealth of and enslaving people from other states or tribes,have been abandoned in the process of the development of human civilizations.Against backgrounds of knowledge-based economy,with the functions of intellectual property system,the improvement and progress of knowledge and technologies have not made the whole human society develop commonly and harmoniously,but led to unfair distribution of global wealth and continuous acceleration of the gap between rich countries and poor ones;meanwhile,this has also produced negative effects on humans such as climate change and environmental pollution,etc.To counteract such changes,the education of intellectual property shall be enhanced in China,especially in the colleges and universities in China,whichmay give much help to China＇s future constructors to improve their abilities of creating,managing,protecting and using intellectual properties.This may provide China with conditions of gaining comparative advantages in international competition and thencan have it make contributions to whole human society.
