发展问题既是时代的主题,更是时代的问题。在传统发展观的影响下存在着对"发展"概念的误读,造成发展和环境保护的分裂。因此,必须对发展概念进行重新解读,明确"发展"是整体的发展"、发展"是可持续的发展"、发展"是具有价值性和现代性的发展。以此重新定位人和自然的关系、重新定位人的责任与义务,在科学发展观的视域中将发展和环境保护统一起来。

Development is both the theme of the time and the problem of the time.Due to the influence of traditional outlook on development,there exists the misunderstanding of the concept of ＂development＂,which leads to the separation of development and environmental protection.Therefore,we must clarify the concept that ＂development＂ is overall,sustainable,valuable and modern development,so as to reconsider the relations between man and nature and man＇s responsibility and duty,and unify development and environmental protection from the perspective of scientific outlook on development.
