摘要
对计划用水内涵,计划用水管理层级和对象,计划用水与总量控制、定额管理、取水许可的关系进行了探讨和梳理,并以《中华人民共和国水法》为基本依据,研究建立了一张纵向按照行政层级,横向从水中长期供求规划到水量分配方案、年度水量分配方案、年度用水计划逐步递进的计划用水管理网络图,旨在为各地计划用水管理的实施提供借鉴和指导。
The meaning of planned water,the management hierarchy and scope of planned water,the relationship among planned water,total control,quota control and water permit were discussed.Based on the Water Law of People's Republic of China,a management network graph with administrative hierarchy in longitudinal direction and medium-and long-term supply and demand planning of water distribution,annual water allocation planning and annual water use plan in horizontal direction for management of planned water was established.It may provide guidance and reference for various regions to implement the management of planned water.
