Research on the planning and development in waterfront areas

针对天津海河下游段居民知水而不近水、临水而不亲水的突出问题,分析了现状功能结构存在的弊端,从客观的经济需求、城市建设的需求、政策导向影响下的需求入手,发掘海河下游规划开发的迫切性,并从当地滨水地区的现实入手,探讨如何处理好规划与开发的双重问题,提出以策划理念为先导、规划控制贯彻始终、区域层面和细节处理兼顾的思路,解决未来规划开发中可能遇到的问题,进而实现市民与水的互动。

In light of obvious issues on the residential in Tianjin Marine river downstream knowing the review but not getting familiar to the river,closing to the river but not loving the river,it analyzes the pros and cons of the current functional structure,staring from the aspects of objective economic needs,urban construction needs,and policy leading needs,it finds out the urgency of planning and developing Marine river downstream.To beginning with the reality of the waterfront area,it discusses the two fold issues on planning and development,proposes thoughts of first-scheming concept,throughout-planning,and regional layers and details considerations,so as to solve problems possibly occurring in the future planning and development,and promote the mutual development of citizens and water.
