The Special Power Relationship Theory originated by the German scholar Paul Laband,and development by Otto Mayer,has a tremendous impact on the administrative law in Germany.The Basic Relationship Theory,the Management Relations Theory and the Importance Theory are all stem from the Special Power Relationship Theory.The theory has a profound impact on the development of Chinese administrative law.
