The paper discusses the important role of researchers and the features in the evidence -based policy-making of the 4%ratio of public education expenditure in Gross Domestic Product.The two features are the combination of research with policy-making and the interaction between the internal and the external actors.The paper intends to have reference value to the scientific educational policy-making by finding out the features and factors of research-based policy and ways of research affecting policy-making.
