优化农村卫生服务体系的思考

The Optimization of Rural Health Service System

我国农村三级卫生服务体系是农民健康的服务保障,但近年来却出现农村卫生资源配置与实际卫生服务需求不匹配、乡镇卫生院经营困难以及村卫生室运行缺乏监管等问题,导致农村卫生服务体系运行不畅与低效率。为了解决这些问题,实现农村卫生服务体系的优化整合,在检索相关文献资料的基础上,运用定性分析的方法,结合概念模型,提出了应引导农村卫生资源的存量和增量配置、尝试乡县和乡村双向卫生服务一体化管理以及规范村卫生室的经营管理等建议。

Three-tier health service system in rural China can guarantee farmers＇ health,but in recent years,many problems have arisen.For example,the rural health resource allocation and the actual demand for health service do not match;there are difficulties in running township hospitals;and clinics in villages lack monitoring.Such problems lead to poor and low efficiency of system operation.In order to solve these problems and optimize and integrate the rural health service system,based on relevant literature,using qualitative analysis method and the conceptual model,the paper proposes that the stock and configuration of health resources in rural areas should be guided by the managing organization,and something should be done to integrate the management between township and county health service,standardize the operation and management of village health,and so on and so forth.
