The percentage of out-pocket fee for patients in Liaoning Province is quite high,only lower than that in 4 other provinces,and higher than the average level in China.It is very hard to achieve the goal of providing primary healthcare for all,and results in a series of consequences which lead to inequality of healthcare service.Therefore,if Liaoning Province didn't increase investment and improve healthcare insurance system,the problem of healthcare service inequality would become more serious.
