全国省级免疫规划信息管理平台建设现况调查结果分析

Analysis on Situation of Provincial Immunization Information Management Platform Construction in China

目的了解全国(未包括香港、澳门特别行政区和台湾地区,下同)省(自治区、直辖市,下同)级和新疆生产建设兵团免疫规划信息管理平台建设及使用情况。方法对31个省级和新疆生产建设兵团疾病预防控制中心进行调查,收集免疫规划信息管理平台建设运行使用、收集个案数量、建设模式、建设和维护费用、服务器配置等情况。结果全国有8个省完成免疫规划信息管理系统平台建设并投入使用,5个省正在进行系统开发。多数省建设及维护资金不足,在基础设施、服务器、安全设备等方面存在缺陷。结论为建立分布式的全国免疫规划信息管理系统,应考虑各地信息化建设不均衡的现状,合理利用现有资源,最终实现与现有系统的无缝集成。同时,建立长效的资金投入机制,加快省级免疫规划信息管理系统建设。

Objective To understand the construction and service condition of provincial immunization information management platform in China. Methods Questionnaires were distributed to 32 provincial centers for disease control and prevention, to collect the information about provincial platform on construction, service, number of cases reported, model, funding and server＇s configuration. Results 8 provincial platforms had been completed. There were other 5 provinces which were developing the system. Most of the provinces had fund shortage both in construction and maintenance. Meanwhile, the paltforms had deficiency in basic infrastructure, servers and security devices. Conclusion To construct a distributed national immunization information management system, the imbalanced provincial information construction must be considered. It is important to integrate plan effectively and use the existing resources rationally. To accelerate the construction of provincial immunization information management platform, local government should pay more attention on it and long-term investment mechanism must be established.
