本文在总结和分析了国内外确定设计洪水标准方法的基础上,利用经济分析方法,通过求极值,解得理论上最优的设计洪水概率,避免了选择设计洪水标准的任意性,比其它的经济分析方法更为合理。通过具体工程的检验,证明此法具有一定的实用价值。

On the foundation of summarizing and analyzing the standard methods of determining design flood both inside and outside the country, this paper has theoretically evaluated the optimal design flood frequency by the economic analysis method selected and the evaluation of extreme value. Because the method given in this paper overcomes the arbitrarity of choosing design flood frequency, it is more reasonable than other economic analysis methods. By means of the examinations of condrete projects, this method has been proved to be effective.
