摘要
针对黑龙江省森林生态补偿运行机制的不足,提出了黑龙江省森林生态补偿市场化运行机制的建议,试图通过破坏者补偿、受益者补偿、补偿方式国际化等原则来完善黑龙江省森林生态补偿机制,以促进区域行业之间发展的平等与和谐,实现森林生态资源的可持续发展。
Focusing on the lack of current forest eco-compensation market mechanism system,the paper puts forward the idea of establishing forest eco-compensation market mechanism,in accordance with adapting principles as compensating of destroyers,benefiters and learning from international experiences,to promote balance and harmony in different lines and realize sustainable development in forest resource in Heilongjiang Province.
