认真总结推广永安经验 全面推进集体林权制度改革深入发展

简要回顾了福建省永安市集体林权制度改革取得的成效,认为永安市的实践充分证明：改革是林业发展的成功之路,也是林业发展的希望之路。并从改革精神、改革宗旨、工作方法、工作机制等角度论述了永安创造的林改经验,指出永安是改革探索、开拓创新的先锋榜样,永安精神值得发扬光大。同时强调：确权任务基本完成后,如何实现＂生态受保护,农民得实惠＂的林改目标成为最关键的问题。必须围绕这个关键问题落实发展林下经济的各项措施,不断完善改革的各项政策。

This paper reviews the achievements of forestry reform in Yong＇an City. It is proved that the reform is the road to success and the hope of forestry development. And from the spirit of reform, the reform objectives, working methods, working mechanism, the paper discussed the forest tenure reform created by Yong＇an, pointed that Yong＇an a pioneer in developing and the innovative example, deserves to flourish. Also stressed, ＂ecological protection and farmers benefited,＂ is the most critical forest issues and the core of the goal to deepen the reform after the determination of power is fulfilled. The task of reform must focus on the goals and tasks to implement the measures of economic forest development and constantly improve the reform policies.
