我国政府公共卫生支出与医疗体系绩效关系的实证分析

Empirically analyzing the relationship between the governmental expenditure on public health and performance of medical services system.

文章分析了我国卫生总费用和政府公共卫生支出水平情况。通过国际比较认为我国卫生总费用GDP占比偏低,这表明我国国民的卫生服务消费水平低下。通过研究认为我国政府和社会的公共卫生支出不足是限制我国卫生服务消费水平的主要原因。本文还分析了我国医疗服务体系的绩效情况,认为我国医疗服务体系的绩效与政府公共卫生支出水平关联不大。政府公共卫生支出水平影响医疗体系的服务能力,而医疗体系的绩效水平主要取决于医疗资源的充分利用和合理配置。最后在研究的基础上提出了相应的政策建议。

The total cost of public health and the governmental expenditure on public health in China was comparatively studied.It can be concluded that the cost of Chinese public health had lower proportion in Gross Domestic Product than abroad.The main factor to restrict consumption of health services is insufficient expenditure on public health from the government and society.Furthermore,the performance of Chinese medical services system was analyzed,from which it can be concluded that there had no significant relationship between the governmental expenditure on public health and performance of medical services system.The governmental expenditure on public health can influence the capability of medical services.And the performance of medical services mainly depends on the utilization and reasonable configuration of medical resources.Based on which,some policy suggestions were put forward.
