农村医疗救助与新型农村合作医疗衔接对策研究

Studying the countermeasures to combine rural medical aid with new rural cooperative medical system

实践表明,要使农村医疗救助对象得到最大程度救助的最佳选择,就是实现医疗救助制度与新农合制度的有效衔接。通过研究两种制度在制度设计和管理服务层面衔接的对策从而实现二者在住院报销、门诊医疗、资金管理、供方监管等方面的无缝衔接,确保农民病有所医。

It has been manifested by practice that,the best choice for obtaining rural maximum medical aid is to achieve the effective combination of rural medical aid with new rural cooperative medical system.Countermeasures to converge these two systems in system design and management and services were studied.Based on which,convergence can be achieved in many aspects as hospital reimbursement,outpatient medical care,financial management,supplier supervision,to ensure medical services for rural residents.
