山东省卫生资源配置公平性研究

A Study on the Equity in the Allocation of Health Resources in Shandong Province

运用山东省卫生资源统计数据,对山东省卫生资源配置公平性进行实证分析,测算洛伦兹曲线、基尼系数和泰尔指数。结果表明,总体上山东卫生资源配置比较公平甚至接近绝对公平,但山东省卫生资源按人口分布的公平性要明显优于按地理分布的公平性,床位数和卫生技术人员配置的公平性优于卫生机构配置的公平性。通过对泰尔指数进行分解,山东三大区域之间、区域内卫生资源配置存在不公平性。由于政府在资源配置中肩负着保障公平的责任,因此应不断强化政府责任,统筹协调公平和效率问题。

With the statistic data in terms of the health resources in Shandong Province,the equity of health resource allocation was empirically analyzed and the Lorenz curve and Gini coefficient were worked out.The results show that in general the allocation of health resources in Shandong is comparably fair,or is close to absolute fairness.However,the equity based on population distribution is obviously superior to that based on geographical distribution,the number of beds and medical staff.By analyzing the Theil index,we find that there exists inequity in the allocation of health resources in the three regions and within the region.As the government has the responsibility to safeguard the equity in the resource allocation,it should continue to strengthen its responsibility and to coordinate equity and efficiency.
