探析我国药品价格监管之路

Study on Drug Price Regulation in China

本文从国际视角出发,研究了我国药物价格管制的动机与管制失灵的原因,并且发现是管制模式导致了药品价格调控失败而不是由于医药合业的模式带来问题。由于医药分业改革的复杂性和不确定性,本文认为改进管制模式将成为有效控制药品价格最实际可行的途径。

From an international comparative angle, this paper investigates the motive and failure of drug price regulation in China, and finds that it is the regulation scheme rather than the combination of prescribing and dispensing that make the control on drug prices unsuccessful. On account of the complexity and uncertainty of separation reform between prescribing and dispensing, authors think that transforming the regulation model should be a more realistic approach to controlling drug prices effectively.
