摘要
目的识别、评价和分析某水泥粉磨站建设项目可能产生及存在的职业病危害因素及防护效果。方法依据《中华人民共和国职业病防治法》和《工业企业设计卫生标准》等法律法规的要求,采用类比法、检查表法与定量分级法相结合的原则对该项目进行评价。结果类比企业粉尘检测的27个点中6个点超标,合格率为78%;对8个接触噪声的工种进行了噪声等效声级测定,其中3个工种的作业工人接触的8 h等效声级超过职业接触限值;本项目可能产生的职业病危害因素有苯、工频电场等,但各检测点均未超标,合格率为100%。该建设项目的选址与总体布局、拟采取的职业病防护措施设计符合国家卫生标准,个人使用的职业病防护用品、辅助用室的卫生设施、职业病防治专项经费概算等基本符合国家卫生标准。结论该建设项目属于职业病危害严重的建设项目,如能认真落实拟采取的各种职业病危害因素防护措施及本评价报告中所提出的补充控制措施,从职业卫生防护角度分析该项目是可行的。
Objective To identify,assess and analyze occurrence of possible occupational hazard factors in the construction project of the cement grinding station.Methods According to relative laws and regulations,analogy was used by selecting a factory which was similar to the construction project.The assessment proceeded based on the combination principles of analogy method,checklist method and quantitative grading method.Results Concentrations of 6 dust points exceeded standard limits among 27 dust points in the analogy enterprise,which the dust qualified rate was 78%.Noise equivalent sound level of 8 jobs was inspected,LEX,8 h noise intensities of 3 jobs were over occupational exposure limits.The risk factors possibly existed in the project was benzene,power frequency electric fields,etc,the qualification rates of them were all 100%.The selection of site,overall layout,occupational disease prevention measures accorded with national health laws and regulations.Personal protective devices,hygiene equipment of auxiliary rooms and special funding estimates of occupational diseases met with national health laws and regulations.Conclusion It is a serious occupational hazard project.From the view of occupational health,the project is feasible on the basis of carefully implementing protective measures and supplementary control measures in the report.
