西安市基准地价更新及其动态发展研究

摘要 城镇基准地价是我国地价体系的核心。对不同城市间的基准地价进行平衡研究,是为了协调区域地价,充分发挥地价在调控土地市场中的作用,使基准地价能客观地反映出不同城镇间真实的经济差异和地价水平,促进土地市场的均衡发展。基准地价平衡以土地分等为依据,并综合考虑在区域内的地位和作用、不同城镇间的经济差异、市场地价总体水平等情况确定,形成各等城市、县、建制镇的基准地价序位。本文以全国4个直辖市,15个副省级城市还有部分西部省会城市等29个城市为例,将这些城市地价纳入到同一个体系中,使城镇间的地价建立起可比性,为城镇地价体系的建立奠定了基础。 Urban datum land price is the core of Chinese land price system. The balance research to urban datum land price of different cities aims to coordinate sectional land prices and regulate land market by price, the research can also indicate the different of economy and price level objectively and promote the proportional development of land market.The balance of urban datum land price is based on the gradation of urban land quality. Some important factors are also being considered, such as location and function in the section, economical difference among towns and general land price level. A urban datum land price series is formed as above factors, which consist of city, country and town. This paper choose 29 citys for examples, including 4 municipalities directly under the Central Government and 15 Vice-Province cities and some provincial capital of western China. The land price of these cities are put in one system and make the foundation of urban price system of China.
