新疆部分公立医院医药管理体制改革调查

Explore the medical system of public hospitals in Xinjiang

目的了解医务工作者对公立医院改革的认知与期望情况及新疆部分公立医院医药管理体制改革的具体执行情况,探索其发展思路。方法采用问卷调查对乌鲁木齐市部分公立医院及部分地州公立医院的医务工作者抽样调查;采用结构型访谈法对相关领导进行访谈。结果医务人员对政府主导的经营管理模式期望较高,达41.8%;对于取消药品加成政策,81.15%的受调查人员表示赞成,对把提高医疗质量做为公立医院管理目标的期望较高,达42.62%。结论遵循公益性质和社会效益原则,为实现医疗区域优化整合,合理利用城市医疗资源,坚持以病人为中心,优化服务流程,提高服务水平,规范用药检查和医疗行为,突出医院管理重要性,创新管理体制和运行机制,因地制宜,因院制宜,实现方式多元化的改革探索,积极应对和迎接挑战。

Objective To know how much the reform of public hospitals and the degree of expectation,understanding the practical situation on the medicine administration system of the part of public hospitals in Xinjiang in order to explore the road.Methods There were involved in two major methods to research and interview.One was to use the questionnaire about health workers of the part of public hospitals in Urumqi and local states,and the other was the usage of a structured interview way to the committee.Results The expectation came to 41.8% on the government-led hospital model for medical staff.Cancellation policy for drug addition,81.15% of those surveyed expressed support for staff.Improving medical quality was thought as to be management goal for public hospitals and the expectation reached 42.62%.Conclusion Few should follow the public nature and social principles for the realization of regional integration to optimize health,rational use of urban medical resources,adhere to the patient-centered,optimize service processes,improve service levels,regulate drug checks and medical practices,highlighting the importance of hospital management,innovation management system and operation mechanism,local conditions,the hospital′s needs,to achieve a wide range of reforms to explore ways to actively respond to and meet the challenges.
