2008年第四季度以来,我国实施积极财政政策,这种扩张性的财政政策在应对国际金融危机、保持经济平稳快速发展等方面发挥出积极的作用,但财政风险也同样不容忽视。在这种积极的财政干预政策的背景下,理清影响财政风险的各种因素,提出防范和化解财政风险的对策,对于确保财政安全具有重要意义。

China has put the active fiscal policies into practice from the fourth quarter of the year 2008.These policies play an important role in dealing with international financial crisis and maintaining stable and rapid development of economy.Therefore,fiscal risks cannot be ignored.In the background of active fiscal intervention policies,clearing the factors of fiscal risks and proposing the countermeasures to prevent and head off fiscal risks have great importance to ensure the fiscal security.
