当代社会福利理论之争及其发展趋向

Contemporary social welfare theories:debates and the developmental trend

当代社会福利理论发展的基本特征体现为,从传统的自由主义、保守主义及社会主义的争论,演变为国家干预主义、新自由主义及福利多元主义三者的争论。这些争论实质上是围绕国家、市场及社会三种力量在福利体系中作用如何发挥、角色如何承担来进行的。在这个意义上,当代社会福利理论的发展表现为从单一的"市场取向"或"政府取向",向综合的"社会取向"发展的趋向。

The basic features of the contemporary social welfare theories are reflected in the change of debates from between traditional liberalism,socialism and conservatism to between state interventionism,neoliberalism and welfare pluralism.These arguments essentially target at the roles of the state,market and society in the welfare system,and how they take their respective roles.In this sense,the developmental trend of contemporary social welfare theories is represented by the shift from the single ＂market orientation＂ or ＂government orientation＂ to a comprehensive ＂social orientation＂.
