摘要
中美两国互为重要的农业贸易伙伴,但两国农产品贸易摩擦不断。文章以美国对华农产品反倾销措施为例考察了贸易转移效应。基于动态面板的分析证实了该效应的存在,说明美国对华反倾销后第三国进口替代了受限中国产品从而降低案件发起者贸易救济效果预期。如果美国反倾销发起者考虑到贸易转移效应,其提起反倾销调查的意愿可能会下降。这有利于促进中美农产品贸易发展,减少美国对华农产品贸易摩擦。
The USA and China are important agricultural trade partners,but trade friction occured frequently between the two countries.We discussed trade diversion effect in the case of USA-to-China antidumping by dynamic panel data.There was significant evidence of trade diversion effect which indicated the named China commodity was substituted with import from the third country unnamed.Therefore,the welfare of antidumping initiator was much lower than its expectation.In case trade diversion was considered,initiator should seek trade remedy like antidumping with weak intension.The conclusion was meaningful for agricultural trade between the USA and China.
