基于投融资模式创新的城市轨道交通综合成本控制研究

Study on Comprehensive Urban Rail Transit Cost Control Based on Financing Model

针对目前国内轨道交通建设规模大、造价高、当前成本控制研究成果没有被有效执行等问题,从轨道交通的经济学特性角度出发,分析了投融资模式对轨道交通造价控制的重要影响,归纳了目前国内轨道交通主要投融资模式及其在造价控制方面存在的问题。针对这些问题,总结借鉴国外投融资模式,从可利用资金等角度论述了投融资模式创新的可行性。最后结合案例分析了现有国内城市在这方面的尝试以及取得的效果。

Starting from the economic characteristics of the rail transit system,the paper analyzes the important influence fi nancing has on the pricing of rail transit projects,summarizes the main financing models for rail transit construction in China and the problems each faces in project cost control.In view of the found problems,the paper reviews the financing model used in foreign rail system constructions and tests the feasibility of financing model innovations from the angle of capital availability.At the end,a case study is invoked to demonstrate the efforts in this aspect by Chinese cities and the results.
