The paper reviews literatures on the principle of liabilities and liability limitation for inter-modal transport operators in international inter-modal transportation,points out the most serious limitation of the net-structured distribution of liabilities among the concerned parties as well as the fact that,in practice,demand-supply relationship of the international freight forwarding market determines liability attribution. Then,in an effort at innovation,the paper studies enterprise practices,investigating the roles of BOL and high-tech equipment in the determination of liabilities of the various parties in the relationship.
