美国应急通信交互模型研究

Research on American Emergency Communication Interoperability Model

突发事件发生后,应急响应机构之间的应急通信和通信交互成为影响应急管理工作顺利进行的关键,由于参与应急响应的各个机构使用了不同的系统,通信接口、频段、协议和标准的不同,使得机构间的通信和交互经常无法实现,影响了救灾成效。在此立足美国应急通信交互研究现状,介绍了应急通信交互的起源与发展,对美国目前正在进行的应急通信交互研究项目进行阐述与分析,期望为我国的通讯交互,特别是应急机构间的通讯交互项目建设提供可参考的模型和经验。

After the occurrence of emergency,the communication and interactivity between the emergency agencies become the key influence on the emergency management.Because the systems used by the emergency agencies are different in communication interface,frequency range,protocol and standard,the communication and interactivity between the agencies are frequently interrupted,and effectivity of the disaster relief are reduced.Based on the research of the current emergency communication in USA,the origin and the development of emergency communication are introduced,and the ongoing research projects of the emergency communication interactivity in USA are also elaborated,from which the reference model and experience are expected to be concluded for china＇s projects of communication interactivity,especially between the emergency agencies.
