突发事件网络舆情防范机制,是为防止突发事件在网上爆发和扩散导致恶劣后果产生而建立的以实施监控与预警为目的的体系、结构、制度和技术等的有机组合。它具有政治合理性、技术合理性和经济合理性等特点。当前,我国突发事件网络防范机制中存在着制度供给不足、管理不力和技术落后等问题,未来,应加强制度创新、管理创新和技术创新,以提升政府应对突发事件的能力。

Defense mechanism of the network public opinion for emergency consists of system,construct,institution,technique and so on,which to control and alarm emergencies on net break out and expand to produce bad results.It has the characteristics of politics rationality,technique rationality and economics rationality.At present,the defense mechanism of the network public opinion for emergency in China exists insufficient institution,disadvantageous management,backward in technique and something else.In future,to promote the ability of the government for emergency,government should enhance institution creation,technique creation and management creation.
