农村宅基地改革的若干思考

Thinking about Some Issues of Rural Homestead

长期以来,农村宅基地管理体制欠完善,在国家管理的前提下,本文就农村宅基地管理实践中存在的农村宅基地使用权审批、农村宅基地流转、农村宅基地日常管理等几个问题深入思考,为完善农民的宅基地产权、引导和规范农村宅基地合理流转、提高农村宅基地有效利用提供政策建议。

For a long time,management system of rural homestead don＇t work well. On the base of the national management, the paper focus on allowance of rural homestead use-ownership right, transfer of rural homestead use-ownership right ,managmant of rural homestead and give some suggestion in the end for perfection of rural homestead use-ownership right, standardization of rural homestead legal transfer, effective utilization rate of rural homestead.
