青岛市新农村乡风文明制度化建设初探

A Study on Institutionalization Construction of Rural Civilization in New Countryside in Qingdao City

制度化建设是推进社会主义新农村乡风文明建设的重要途径。从当前青岛市乡风文明制度化建设的实践来看,部分乡镇(街道)和村庄(社区)层面的具体制度建设取得了较好的实践效果,但还存在着缺少一部关于社会主义新农村乡风文明建设的纲领性制度、市级主管部门尚未全面推行乡风文明的制度化建设、各地乡风文明的制度化建设呈现出不平衡状态等问题。为进一步推进新农村乡风文明制度化建设,青岛市应尽快制定一部关于新农村乡风文明建设的科学规划或实施意见(纲要),有关部门出台全面推行的相关规定;扎实推进新农村乡风文明的保障性制度建设;鼓励各地积极探索形式多样的属地化制度建设。

Institutionalization construction is the important way to promote the rural civilization construction of new socialist countryside.According to the practice of rural civilization construction in Qingdao City,despite of the good results that have been achieved in terms of some towns（neighborhood） and village（community）,there still exist the following problems such as lack of a programmatic system about rural civilization construction in new socialist countryside,failure for municipal authority department to fully carry out the construction as well as the imbalance in institutionalization construction in different areas.Due to the above,in order to further promote the institutionalization construction of rural civilization in new countryside,Qingdao City should come up with some scientific plan or implementation advice on rural civilization construction in new countryside as soon as possible.Apart from this,the relevant departments should put in place relevant provisions of full implementation to push forward the supporting institutionalization construction.And finally various attempts to actively explore different localization system construction should be encouraged.
