论社会保障统计指标体系建立的理论前提

On The Theoretical Premises of Establishing The Statistic Indicators System of Social Security

我国目前少量有关社会保障统计指标体系的研究基本集中在对其指标的探讨上,理论支撑明显不足。建立社会保障统计指标体系应首先解决三大理论前提,即社会保障统计指标体系的功能定位、社会保障统计信息需求分析、社会保障统计指标体系的理论依据。这三大理论前提决定着社会保障统计指标体系的目标、方向和基础,对建立社会保障统计指标体系具有重要意义。

In China,there are only several researches which are related to the Statistic Indicators System of Social Security basically focus on the discussion of indicators and obviously present the deficiency of theoretical support.To establish the Statistic Indicators System of Social Security,we have to solve three theoretical premises：the function orientation of Statistic Indicators System of Social Security,the requirement analysis of statistic information of social security and the theoretical basis of Statistic Indicators System of Social Security.These three theoretical premises determine the target,direction and foundation of this system and makes great significance to the establishing of it as well.
