新型农村养老保险试点问题的实证研究——基于安徽省四县市的调查

An Analysis of The Status Quo for The New Type of Rural Social Aged Insurance Pilot and The Suggestions:Based on The Survey of Four Counties in Anhui Province

自2009年底开始,新型农村社会养老保险在全国10%的县展开,了解和探讨试点问题具有重要的现实意义。在对安徽省新型农村养老保险试点调查的基础上,文章阐述了新型农村社会养老保险的现状与问题,文章指出试点顺利开展并取得了一定成效,但是还存在养老金水平偏低、农民参保率较低、经办力量较弱、缺乏有效制度衔接机制等问题。接着提出了解决问题的对策建议,如加强制度建设、提高经办能力、提升农民主体意识和农民缴费能力等。

Since the end of 2009,the pilot project of New Type of Rural Social Aged Insurance has been being carried out,in 10% counties in China.It has important realistic significance to find out and explore the problems of the pilot project.On the basis of the survey for the New Type of Rural Social Aged Insurance pilot in Anhui province,this paper expounds the status quo and the problems of the New Type of Rural Social Aged Insurance Pilot.The paper points out that pilot has smoothly been carried out and achieved good effect,but it also exists some disabilities,for example,the annuities level is low,the ratio of the farmers＇participating the aged insurance is also low,and the handling strength is weak,effective system is lack etc.Then it puts forward countermeasures and suggestions to solve the problems,such as strengthening the system construction,improving the handling ability,enhancing the peasants＇ self-consciousness and their capabilities for payment.
