Both ＂Comprehensive Mirror＂ and ＂to Aid in Government＂ should be attached equal importance to regarding the study of urban history,but most of the time they form a paradox.In the practice of urban history research,researchers more or less think highly of the effect of ＂Comprehensive Mirror＂ over ＂to Aid in Government＂.From an overall analysis of the study of urban history,the author considers both failed and successful cases and reaches the conclusion that the ＂Comprehensive Mirror＂ and ＂to Aid in Government＂ could and will combine perfectly and achieve the best balance.
