高校图书采购资金分配管理方法研究

高校每年都会划拨一定的资金用于图书采购,这些资金在各学科、各专业书籍采购中的比例分配直接影响到图书馆馆藏文件的结构是否合理,也影响到馆藏图书的利用率和学生的学习质量,同时还可能影响到资金的运用效率。现在高校图书采购资金的分配一般采用定性方法,随机性比较大。本文以专家会议法等定性方法为理论基础,以贝叶斯决策法、层次分析法等定量方法为决策工具,提出高校图书采购资金分配的若干备选方案,同时还兼顾了决策数据采集的科学性和决策专家人选的合理性。高校图书管理决策层只有对每年的图书采购资金进行合理的分配,才能使有限的资金发挥出最大的效用。

College and universities annually fund their libraries to purchase books.The proportion and distribution of funds for book purchasing among the disciplines and majors should directly influence the rationality of library collection files structure,use rate and students＇ study quality,as well as possible use efficiency of funds.At present,the commonly used methods to distribute those funds for book purchasing are qualitative methods with relatively high randomness.This paper takes qualitative methods,such as expert meeting method,as theoretical base,and quantitative methods,such as Bayesian Decision and Analytic Hierachy Process（AHP）,as decision making tools,and comes up with several alternatives of funds distribution for book purchasing which also takes the scientificalness of data collection for decision making and the rationality of experts candidates on decision making into consideration.Only if the management of libraries of colleges and universities rationally distribute annual funds of book purchasing,can the limited funds contribute maximum.
