试论人大质询制度的运用与完善

Application and Improvement of People's Congress Inquiry Regime

我国人大质询制度发端于建国之初,伴随着民主法制建设的不断加强而日益完善,但质询制度本身固有的弊端却阻碍了其监督作用的发挥。因此,分析人大质询制度的发展状况,探讨人大质询与宪政的内在关系,完善人大质询的法律制度,对促进我国民主政治法制进程具有重要的现实意义。

Domestic People＇s Congress inquiry regime started when China was founded,and got improved along with the continued strengthening of democracy and legal system,but the inherent drawbacks of the inquiry regime have hindered the fulfilling of its function.Therefore,an analysis to the inquiry regime,the inherent relations between the regime and the constitution,and the measures to improve the legal system thereabout have practical significance to promote the construction of democracy and law.
