China is a united multi-ethnic country, co-ordination of national economic and social areas and the simultaneous development of the rule of law is to promote regional balance and achieve common prosperity of the nation＇s key is the primary responsibility of national regional government. National Government at all levels in accordance with the law strictly related to me the ruling party in the minority areas based on areas related to national harmony and stability, is related to the vital interests of all ethnic groups. Thoroughly implement the scientific concept of development, building a sociahst harmonious society and strengthening of national local government administrative capacity building must start from the system.
