摘要
国有资产的管理体系是国有企业开展资产经营的根本所在。本文提出在人民代表大会及其常务委员会下专设行使国有企业资产所有者之职的国有资产管理委员会, 并由其确定的国有资产经营委员会专司对国有企业的管理之职, 而所有国有企业均是其下属的关联公司。国有企业的经营活动受作为资产所有者的国有资产管理委员会、政府、社会股东、资本市场和经营者市场的监督。
The management system of state assets is the base of assets operation for state-owned firms. In this paper, we suggest that the State Asset AdministrationCommittee (SAAC) be set under the leadership of People's Representative Conference and its Standing Committee as the owner of the assets in state-owned firms, and the State Asset Operating Committee (SAOC) be decided by SAAC to administrate the state-owned firms. All state-owned firms are related subsidiaries of SAOC. The operating activities of state-owned firms are under supervision of SAAC, government, social shareholders, and capital markets and manager's market.
