摘要 基于突发事件的特点和应急物资分类,在分析应急物资储备特征的基础上,界定了应急物资生产能力储备的内涵。遵循系统性、简洁性、定性指标和定量指标相结合的原则,采用"问卷设计—问卷调研—交谈调研—汇总凝练"4个步骤,建立了应急生产能力储备企业选择的指标体系,包括4个一级指标和16个二级指标;基于改进熵权TOPSIS法构建了应急物资生产能力储备企业选择模型。同时,以给定企业进行实例验证,结果表明,该模型可以有效指导应急物资生产能力储备企业的选择决策。 This paper has defined the connotation of the capability of a company in dealing with the emergency materials based on the study of the characteristic features of such materials. Emergency materials are usually referred to as those materials a company is able to produce, store and transfer to other production and research links on disaster relief, sign agreement with other enterprises inclining to guarantee the social order to produce quickly or to release them when emergencies take place. In this paper, we have developed a four-step method, that is, "questionnaire planning-questionnaire investigationthe investigation through face to face conversation-result-collection and condensation" based on the study of principles of systematization, conciseness and combination of qualitative indexes with quantitative ones so as to found an index system for realizing optimal selection of an ideal emergency material production and storage firm endowed with the four first-level indexes and sixteen second-level indexes. Moreover, we have also brought about a model for doing such selections based on the optimal approach for the order preference through comparison to the ideal solution on the basis of entropy weight. And, the results of our trial selection of a certain number of examples prove that the model we have developed is able to choose firms with such qualities and capabilities scientifically. Besides, in the process of application, the weighted coefficient of evaluation indexes could be modified in conformity to the decision-maker' s particular weights.
