牧区水利发展战略探讨

On Strategy of Water Conservancy Development in Pastoral Areas

就目前草地畜牧业生产状况而言 ,由于干旱缺水导致生态系统脆弱 ,生产力低而不稳。当前在草地资源的开发利用中 ,应确立可持续发展思想 ,树立自然资源系统优化开发观念 ,强化区域水土资源的协调开发利用 ;加强水资源开发力度 ,提高降水生产率 ,大力发展节水高效草业生产 ,改善草原供水状况 ;同时应加强有关法律法规的贯彻执行和牧区水利科研 ,为牧区国民经济的大发展夯实基础。

Productivity of the pastoral areas is low and unstable, mainly due to less precipitation and fragile ecological environments. At present, development and utilization of the natural pasture resources should be conducted with consideration of sustainable and optimal development. At the same time, harmonious and common development in all regions also should been strengthened. Developing and utilizing water resources fully, raising use efficiency of precipitation and irrigation water, raising productivity of pasture lands, improving water supply for people and animals in pastoral areas, and implementing relevant policies and decrees are some important tasks nowadays. Achievement of these goals will establish a solid foundation for economic development in pastoral areas.
