摘要
农民工的基本养老保险关系因各地经济发展水平不同、养老保险统筹层次低、地方政府利益博弈及信息网络不健全等原因,造成了转移接续难的局面。为此,应修补法律漏洞,完善法律机制,加大执法力度;借鉴欧盟经验,实施地区间参保期限累加计算的办法;提高统筹层次,实现农民工养老保险东部地区统筹;加快推进养老保险信息化的建设,形成东部地区统一的农民工养老保险信息管理系统。
It is difficult for China＇s peasant workers to transfer and continue their basic endowment insurance relationship because of different economic development levels in different areas of China, low level of the overall planning of endowment insurance, interest game between local governments, unsound information network and so on. Therefore, we should fix legal loopholes, optimize legal mechanism, strengthen law enforcement, implement cumulative calculation of insurance participation periods between different areas using EU＇s experience for reference, enhance the level of overall planning, realize the overall planning of peasant workers＇ endowment insurance in eastern China and accelerate the construction on the informationization of endowment insurance to form a unified information management system of peasant worker＇s endowment insurance in eastern China.
