民族地区劳务输出问题浅析——以甘南自治州卓尼县为例

On the Transfer of Labor Service in Minority Regions——Taking Zhuoni County of Gannan Autonomous Prefecture as an Example

劳务输出是近年来我国西部地区积极开发劳动力资源、有效解决农村剩余劳动力的一种重大战略决策。甘南自治州卓尼县的剩余劳动力较多,收入增长困难,当地政府把劳务输出作为强县富民的重要措施,但在劳务输出迅速发展中出现了不容忽视的问题,必须采取一系列对策来提高劳务输出工作。

In recent years,transfer of labor service is an important and strategic decision to develop the labor resources and shift rural surplus labor in the western regions.The surplus labor resources in Zhuoni County of Gannan Autonomous Prefecture makes it difficult to increase the income of farmers and herdsman there.Although the local government regards the transfering of labor service as an important measure to promote sustainable development,the problems arising from the transfering should be addressed by taking a series of measures.
