水利工程项目风险管理困境与防控对策

Water Project Item Risk Management Difficulty and Prevention Countermeasures

风险管理对于水利工程项目具有减少风险发生频率、节约成本、减少损失、提高管理水平的重要意义。分析了水利工程项目风险管理中遇到的风险管理意识缺失、组织结构不完善、概算制度僵化、抵御风险必要技能的缺失等困境,阐释了其成因,并有针对性的提出了防控对策。

Risk management has important significance for water project item to reduce frequency of risk reduction,save cost,reduce loss,and improve management level.This paper analyzes the difficulties of risk management awareness absence,inadequate organizational structure,budget system petrification,lack of necessary skills for preventing risks,which can be encountered in hydraulic project item risk management.The causes are described,and preventive countermeasures are proposed with pertinence.
