浙江省农村水电财政投入效用实证研究

Empirical Study of Utility of Rural Hydropower Financial Investment in Zhejiang Province

财政投入在社会资源配置中起到了重要的指引作用,提高财政投入的效用,合理配置财政投入,对推动济社会快速平稳发展意义重大。在两个案例分析的基础上,对浙江省农村水电财政投入效用进行了实证研究。分析认为,农村水电财政投入可以产生较好经济效益和社会效益,而且农村水电项目建设对财政投入具有强的敏感性,对农村水电项目进行合理补助,将有助于加快农村水电项目建设和改善项目经济效益,并有助于农村水电资源的优化配置。因此,可认为农村水电财政投入具有良好的效用。

Financial investment play an important role in the guidance on configuration of resources in the community.It is important to improve utility of financial investment and configuration of financial investment.We make an empirical study of utility of rural hydropower financial investment in Zhejiang Province on the basis of analyzing cases,and propose evaluation method of Utility of rural hydropower financial investment.It would provide reference for decision-makers of bureau of rural hydropower.
