摘要
为客观全面地考核科研院所的科技创新能力,构建了相应的指标体系进行评价,在此基础上,运用层次分析法以贵州科学院为例对科技创新能力进行了实证分析和综合评价。实证结果表明:科技创新能力的提升及其发展速度按权重依次排序影响大小的关键要素为科技创新能力投入、创新团队优化组合、创新人才数量和质量、科技人员总量和质量、提供市场服务能力及其市场占有率、成果应用转化平台及其机制、获得成果数量及发明专利、管理制度、创新文化建设、激励机制等,在制定单位发展规划时,要充分考虑和优化安排这些要素,使之充分发挥好作用和效能;同时,开展创新能力体系建设也必须对创新能力各要素指标全面统筹考虑,切实解决好创新能力体系中的"短板效应"问题。本研究联系实际,在优化创新能力要素组合、营造创新环境、提供经费保障、加强人才团队能力建设和改革创新管理制度等方面提出了对策建议,为科研院所提升科技创新能力提供参考。
An index system was constructed to evaluate the technology innovation abilities of scientific and research institutions more objectively and more comprehensively. Based on the Analytic Hierarchy Process, we took Guizhou Academy of Sciences for an example to analyze and evaluate innovation ability of science and technology in an empirical and comprehensive way. Results indicated that key factors influencing the promotion and development speed of innovation ability of science and technology were as follows ( arranged by orders from major to minor) : input of innovation ability of science and technology, optimizing combination of innovation teamwork, quantity and quality of talents, totality and quality of scientific and technical personnel, service ability for market and market share, platform and mechanism of transformation and application of scientific achievements, findings quantity and invention patents, management system, innovation culture building, and incentive mechanism. We should considerfully and optimize development plan these factors when we formulated a to make the best function and efficiency. At the same time, considered comprehensively. It all the factors should be was of paramount importance to solve the ' weakest link effect' in system of innovation ability. This study applied theory to reality and proposed countermeasures for optimizing essential combination, creating innovation environment, providing ensured funds, improving teamwork ability and reforming management system. It also provided reference to enhance the innovation ability for scientific and research institutions.
