我国"十二五"规划明确提出,要提高政府保障能力,促进基本公共服务均等化。促进基本公共服务均等化是政府建设的内在要求,是由政府的本质特性决定的。从组织特性来看,政府具有公共性,政府职能的本质在于提供公共产品与服务;从科学发展的视角来看,政府提供基本公共服务是我国经济社会发展的客观要求。塑造服务型政府是促进基本公共服务均等化的重要途径。
