摘要
民国后期,马氏家族为了维护集军事、地域、宗教、宗族为一体的专制统治,牢牢控制着青海省教育事业。尽管这一管理模式一度促进了青海教育的发展,但为日益注重加强中央集权统治的国民政府不能忍容。后者采取掌控教育行政、推行党化教育、拨给教育经费和考察教育状况等措施,积极地向青海省教育领域渗透。这些渗透活动逐渐引发了国民政府和马氏家族之间的矛盾,也影响到青海教育的发展。这一情况表明,在边疆教育发展过程中,中央与地方关系的和睦与否实际上是不可忽视的影响因素。
In the later period of the Republic of China,for the purpose of maintaining military,local,religious and ancestral despotic leadership as a whole,Ma clan tightly controlled Qinghai's education.Although the management model once promoted the development of Qinghai's education,it was unbearable for the government of the Republic of China who increasingly emphasized the centralized rule.The latter adopted the measures of controlling educational administration,practicing party education,allotting educational budgets,inspecting educational affairs and so on,which permeated actively throughout Qinghai's educational fields.These activities gradually provoked the contradictions between the central government and Ma clan,hence greatly influenced the development of Qinghai's education.This showed that the harmony between the central and local government was an assignable factor in the development far-flung provinces.
