开放型经济是江苏的优势和特色,为江苏经济发展作出了极其重大的贡献,但粗放发展的问题也很突出。开放型经济的转型升级是江苏转变经济发展方式的关键。开放型经济粗放发展的根源在于政府的强力主导和政策过度支持。实现开放型经济的可持续发展,必须转向以企业为主导、充分发挥市场配置机制的开放模式。外向、内向,主要由企业基于市场形势和自身竞争力决策选择;出口、进口,主要由市场按照需求和价格自发调节。要扩大对外开放的内涵,鼓励探索开放型经济的多样化模式。江苏开放型经济的未来发展应以抢抓新一轮产业革命机遇为重点、培育新的核心竞争优势为导向、健全开放型经济体系为支撑。

Open economy,one of advantages and features of Jiangsu Province,has made great contributions to the economic development of Jiangsu.However,extensive development has become more and more obvious,which has root in the great dominance of the government and an excess of support.The upgrading and transformation of open economy is the key to the transformation of the economic developmental strategies.Only with an enterprise-oriented pattern and a market-oriented mechanism of allocation can the sustainable development of open economy be achieved.The future development of open economy in Jiangsu focuses on taking the opportunity of new industrial reform,cultivating new competitive edge and perfecting the open economic system as well.
