农户参加新农保现状及影响因素分析——基于安徽省蒙城县立仓镇的调研

An analysis on the situation of farmers' participation in the new rural social pension insurance and the influencing factors——A survey of Licang Town of Mengcheng County of Anlui Prowince

通过对安徽省蒙城县立仓镇100户农户参保情况的调查问卷进行分析发现,农民参保除了受收入水平、政策宣传力度、养老观念以及周围邻居行为因素影响外,捆绑式缴费这一制度规定在某种情况下对中年人的参保起着决定性的作用。因此,在试点阶段采取加大新农保宣传力度、增加农民收入、认真贯彻落实"捆绑式"缴费制度等措施对于调动农户的参保积极性,扩大新农保的覆盖面至关重要。

Based on analyzing the questionnaires of 100 farmer households＇ participation in the new rural social pension insurance in Licang Town of Mengcheng County of Anhui Province,this paper finds that the situation of peasants＇ participation is influenced by their income level,policy propaganda strength,endowment concept and neighbors＇ behaviors.The bundled payment rule plays a decisive role in middle-aged people＇s participation in certain circumstance.So,in pilot stage,it is necessary to take measures of enhancing propaganda of the new rural social pension insurance,increasing farmers＇ income and carrying out the bundled payment system to arouse farmers＇ participation enthusiasm and expand the coverage of rural social pension insurance system.
