摘要
文章首先介绍了BOT项目的实质、程序、参与方关系及适用性,之后探讨政府与BOT项目的关系、政府在实施BOT项目过程中的主要工作及面临的难点和问题,然后重点研究政府在成功实施BOT项目过程中应考虑的核心工作,最后进行案例分析。
In this paper first introduced the concept,the operating procedure,the relationship among all the participants and the application of the BOT projects.Then the author of the paper discussed the relationship between the regional government and the BOT projects,the main works,the problems and the difficulties which were encountered by the governments in the process of implementing the BOT projects.And at last,the author focused on the core tasks for the government to do to make the BOT projects＇ successful in details,providing and proposing a case study for references.
